the States did not want to get bear on in the second gentlemans gentleman war. the States was a neutral nation at the time. though through Cash and Carry, lend-lease and gaining military power America had a role in World War Two while maintaining neutrality. Americans did not want to enter the war because they mentation they had enough to deal with on their own such as the Great Depression. Americans supported isolationism or staying out of the way of war-ridden nations even though Americas Allies were at war. In World War One America had fought to apply the world safe for democracy but now were question if their involvement made any difference.
Congress passed laws called Neutrality Acts which was a way to aid the countries America was allied with without getting involved in the battle. These laws allowed the United States to supply material, weapons and loans to countries they supported that were at war. America wanted to help their Allies while maintaining their neutrality and this was a way for America to help without being at war.

A policy called Cash and Carry allowed warring nations to get weapons that would be paid for in cash and the purchaser would have to maneuver the goods themselves. This allowed Americas Allies like Britain and France to purchase weapons transporting themselves without Americas ships involved.
Congress authorized the first draft, called The Selective assist Act that required all males over 21 to demonstrate for military service. Even though America was considered a neutral nation and not at war President Roosevelt began to check for war. The creation of a registry of males over 21 gave the establishment a starting point to build an army.
